Rate-and-Term vs Cash-Out: Which Refinance Do Florida Owners Need?

Every refinance does the same thing on paper: it pays off your current mortgage and replaces it with a new one. Where it goes from there depends on which flavor you pick. A rate-and-term refinance changes the loan and leaves your balance alone. A cash-out refinance changes the loan and sends you money at closing. Same closing table, very different loan, and in Florida a very different bill.

What a Rate-and-Term Refinance Does

You're keeping the debt you have and changing the terms around it. Lower rate, shorter term, dropping mortgage insurance, moving from an adjustable rate to a fixed one, or some mix of those. The new balance is your old payoff plus closing costs if you roll them in, and that's it. Because the lender isn't handing you money and your loan-to-value barely moves, this is the version lenders price most favorably. What a Cash-Out Refinance Does

You're borrowing against equity. The new loan is larger than the old payoff, and the difference lands in your bank account after closing. People use it for renovations, paying off higher-interest debt, buying an investment property, or building a cushion. It works, but you're trading equity for cash and putting the whole balance on a new note. Your payment usually goes up even if your rate goes down, because there's more to pay back. Why Lenders Price Them Differently

A cash-out loan carries more risk. The borrower owes more than they did yesterday and has less equity holding the loan up, so lenders add a pricing adjustment and often cap how much of the home's value you can borrow. Credit score and property type push those adjustments around too. A rate-and-term on a primary home with solid credit sits near the best pricing a lender offers. The Florida Tax Twist

Here's the part out-of-state refi articles miss. Florida charges documentary stamp tax and intangible tax when a new mortgage is recorded, and both are calculated on the size of the note. On a rate-and-term, the new note is roughly the old balance, so the tax is roughly what you'd expect. On a cash-out, the note is bigger, so the tax is bigger too. That extra cost gets buried in your closing costs and most people never notice what caused it. Ask your loan officer to show you the tax line on both versions before you choose. It changes the break-even math more often than the rate does.

Seasoning, Appraisals, and Timing

Rate-and-term refinances can often move quickly, and some programs skip the appraisal entirely if your loan qualifies for a streamlined route. Cash-out loans almost always need a full appraisal, because the lender is lending against equity and wants to know it's real. Most cash-out programs also have a seasoning requirement, meaning you have to own the home for a stretch before you can pull money out. Government Loans Have Their Own Versions

FHA borrowers can do a streamline refinance with minimal paperwork, but it's rate-and-term only. Want cash? That's a separate FHA cash-out with a full appraisal and stricter equity rules. VA borrowers have the same split: the VA IRRRL is a fast, low-doc rate reduction, while the VA cash-out is a full refinance that can also be used to move a conventional loan into a VA loan. Knowing which bucket you're in tells you how much documentation to expect.

Which One Do You Need?

Ask yourself this first: do you need money, or do you need a better loan? If the answer is a better loan, do a rate-and-term and don't let anyone talk you into pulling cash you didn't ask for. If the answer is money, price the cash-out against a HELOC or a home equity loan, because keeping a low first-mortgage rate and adding a second lien sometimes beats replacing the whole thing.
